基于产销平衡视角的区域粮食安全保障体系研究

粮食供应时空分布是否均衡在很大程度上决定着地区粮食安全目标能否实现。根据各省(区、市)粮食供销状况,本文首先确定了国内粮食产销的三大区域,即粮食主产区、粮食主销区和粮食平衡区,然后针对不同地区粮食供销状况来设定地区粮食安全保障重点和保障任务,接着阐述粮食主产区和主销区之间的利益调控和协调机制,最后提出构建地区粮食安全的保障措施。

围绕亚洲安全架构的讨论可分为狭义和广义两种。狭义讨论往往是“功能导向”的，侧重安全机制（包括次地区安全机制）的功能设计和能力建设。广义讨论往往是“秩序导向”的，探讨一整套地区安全机制背后的合法性问题。当前围绕亚洲安全“秩序”问题的讨论，已成为能否以及如何构建稳定和可持续的地区安全架构的关键。
