随着经济发展、人口增长和居民消费结构的改善，中国对农产品的需求必将迅速增长，而国内农业受水土资源的约束还会不断增强，未来我国农产品供给压力会逐年加大。
根据世界经济态势和中国经济发展格局，特别是中国人口红利正在逐步弱化、农产品生产成本上涨较快导致农产品价格优势有所下降，应考虑引导农产品更多转入国内市场，适度放缓农产品贸易增长速度。
由美国的次贷危机引发的金融危机进一步发展为席卷全球的经济危机，并从大家并不熟知的虚拟经济进而冲击到实体经济。本文从金融危机对农民的冲击的角度来浅谈一下金融危机下我国备受关注的“三农”问题。本文在前人研究成果的基础上，着重分析和研究了在我国存在已久的城乡二元分割体制的巨大缺陷、土地流转制度的机制性调整、农民就业和再培训机制的紧迫性并强调了在金融危机背景下财政支农扶农政策的重大历史意义和巨大作用。
