1986年的汉城亚运会和1988年的汉城奥运会拉近了中韩关系。1989年春夏，牛林杰老师和李成道老师先后到山东大学报到，开始了筹建朝鲜语专业的具体工作。
1989年在报纸上刊登韩国语学习班招生广告，只招来了4个学员。当年秋天聘请韩国仁菏大学宋在录教授举办了韩国文化讲座。
1990年和1991年的国语培训班也招生数在10个学员左右
